Updated design and development guidelines for Sumner are still in the works, but the city’s design commission has finished its revisions and now the Sumner Planning Commission will do the same before city council will approve the document for use.
The document provides rules and guidelines for development within the city, but because it is more than 10 years old, the city chose to revise it to reflect today’s development standards. The guidelines are meant to keep development and growth consistent with Sumner’s comprehensive plan.
Updates by the Sumner Design Commission include improved standards for mixed-up development and cottage housing, more graphics and photos to illustrate examples and clearer intent statements to demonstrate how to carry out the guidelines, said Community Development Director Paul Rogerson during Monday’s council study session.
The improvements aim to help residents understand the document better, he said.
“That’s really the big picture,” Rogerson said.
The design commission met five times to complete its revisions, he said. The city’s planning commission will begin reviewing the document June 5, and the guidelines will likely go before the city council for a vote later this summer
“We’re expecting something that’s pretty polished,” Rogerson said.
Sumner has contracted with MAKERS Architecture and Urban Design to put together the guidelines. Proposed changes to the document, including some to encourage diversity in storefront styles and pedestrian-friendly environments, were presented to the public in December and feedback was accepted before the design commission began to make revisions.
Changes to the document will affect new construction, redevelopment and renovations within the central business district, commercial zone, multi-family housing and single-family housing. The industrial zone would not be affected.
